Due to the pose of the Storm trooper, it is hard to tell from the picture. But in actual, Phasma is taller by approx 2/3 of a head. Unlike the first release (Storm trooper, C3PO, BobaFett, Vader) of the ultra build from KSZ, all uses the same skeletal frame. The 2nd release (Luke-shortest, Obiwan, Jango, Trooper, Vader, Grievous-tallest) from KSZ (and Decool) do have different height, with Vader and Grievous with higher price.
